Safety Elements






Subcontractor will acknowledge the requirement to provide occupational safety and health administration standards as defined in 29 -CFR(OSHA). Subcontractor will provide shoe protection, eye protection, hard hats, safety vests, gloves and other PPE as defined in part 1926 Safety and Health Regulations for Construction. Subcontractor will adhere to guidelines of OSHA part 1926.

During Construction temporary fencing should be placed around the work site with a control entry point to manage and secure access. Fencing should be chain link or similary and have a lockable gate.

3.2 Base Requirement.

3.3 Option C – Ramp.

The Subcontractor shall design and build a boat ramp, a minimum of 20’ wide, from a level location on the shore that is accessible to trucks traveling to and from the local road infrastructure, to a location in the water that allows at least 8’ of draft at low mean tide. The ramp shall accommodate:

The designs will identify a level area for construction of a boat ramp on the downstream side of the wharf with its toe in approximately 8 ft of water. Team CNGS will incorporate tidal variances to ensure that 8 ft is maintained above mean low water line. Team CNGS will construct a concrete and steel reinforced boat ramp of 12 inch thickness capable of supporting LCU’s pulling into the ramp bow first, dropping bow ramp, and offloading vehicles. Team CNGS will install all underlayment necessary to support ramp load capability not less than 3 tons. The ramp will accommodate:

· Trucks hauling small patrol craft (under 28 ft under 3 tons) on trailers.

· LCUs pulling into the ramp bow first, dropping bow ramp, and offloading vehicles.

· The approved 35% design is attached and present two alternatives either of which are acceptable.

 

35% design has been approved by the USG.

 

4.0 WORK HOURS AND LOCATION.

4.1 Level of Effort

The Subcontractor may be required to provide labor hours in excess of 40 hours per work week to include holiday and weekends, and/or during irregular times and shifts based upon operations and exercises.

The security at the site can make access to the site difficult. Subcontractor shall have taken this into consideration when defining the schedule period and labor effort. A detailed list of all personell shall be submitted one week in advance to Northrop Grumman and to the AIU facility security office prior to accessing the site. Generally once the access list is established it will only need to be updated when new personell will be accessing the site. In the proposal please state the assumed working hours priced.

Quality control is a requirement of this task order as defined in the IBC and American Concrete Institute (ACI).

4.2 Duty Station.

The principal place of performance for this effort shall be in Elinkine, Senegal.

4.3 Temporary Duty (TDY) Travel.

The Subcontractor shall perform TDY non-local travel, as required in the performance of this effort. All travel required and approved under this effort will be paid IAW the Basic Contract by reimbursement to the Subcontractor. Only required travel previously approved by the COTR will be reimbursed under this effort.

5.0 OTHER PERFORMANCE REQUIREMENTS.

5.1 Meetings, Briefings, and Publications.

The Contractor shall participate in technical interchange meetings, to be scheduled upon request of the responsible Contracting Officer or written designee, to discuss and to informally evaluate the Contractor’s efforts and accomplishments in direct relation to specific T/Os. During the meetings, the Contractor shall present necessary data to enable a joint review of its various assigned tasks, attendant schedules, and resource expenditures. The Contractor shall present and participate in technical discussions and shall inform, in a timely fashion, the Contract Officer’s Technical Representative (COTR) of any problems with contract execution and any proposed solutions. The Contractor shall attend and participate in other meetings, as scheduled by the responsible contracting officer or written designee.

5.2 Training.

The contractor shall provide one training\familiarization session, in the Senegal local language, at the Elinkine location to Senegal Navy personnel in the operation of all elements of this TORP.

5.3 GOVERNMENT FURNISHED EQUIPMENT OR MATERIAL (GFE/GFM).

None.

5.4 SECURITY.

All work performed under this T/O shall be unclassified.

6.0 TASK ORDER DELIVERABLES.

The following deliverables are required as set forth in the Basic Contract:

*Copies are to be submitted electronically whenever possible. Recipients at a minimum should include the Contracting Officer's Technical Representative (COTR) and Contract Officer Representative (COR).

6.1 Subcontractor’s Progress Report (CDRL A002).

A comprehensive progress report shall be delivered monthly to the COTR and COR by the Prime Contractor.”. At a minimum, the report shall contain an overall schedule, the current status of funding on the T/O, accomplishments completed, any potential problems, and any lessons learned. These reports shall be delivered in accordance with CDRL A002 Expenditure Report of the Basic Contract. These reports are due ten (10) business days from the end of the previous month.

In addition to the required monthly report, a comprehensive progress report shall be delivered weekly to the COTR and COR. At a minimum, the report shall contain an overall schedule, the current status of funding on the T/O, accomplishments completed, any potential problems, and any lessons learned. These reports shall be delivered in accordance with CDRL A002 Expenditure Report of the Basic Contract. These reports are due on the first business day after the reported week (typically Monday, unless a federal holiday falls on that Monday).

We need to establish measurable and reportable QA/QC metrics that are incorporated into our reports in all instances related to CDRLs and Management of the Program.

 

Daily Progress Reports: must contain the following:

 

1. Workers onsite snapshot

2. Daily Weather

3. Milestones, QC metrics: This chart is a weekly snapshot of the critical path activities and shows were we are in relationship to the schedule and weekly goal. It resets each week.

4. Daily Actions

5. Critical Path Items

6. Non Critical Path Items

7. Materials labor and equipment requested

8. Pictures

 

Please also set up unique cost collectors for the financial impacts associated. This a separation of cost between the current contract & the potential REA.

Weekly Progress Reports: Shall also show the following information each week.

· Upcoming Milestone dates

· Updated Personnel Report

· Any associated documents, such as pictures

· FDO documents for any new subcontractors

· Head count with brief description of duties (ex. 5 plumbers)

· List of personnel who will access the site the following week.

· Status of materials arriving onsite

· Status of equipment arriving onsite

· Each week a revised schedule that continues to be adjusted to meet the real project timeline. Do not adjust the baseline just compare the schedule to the baseline

· Status of security issues

· Pictures of activities

Monthly Progress Reports: Shall also show the following information each Month

· Projected Milestone dates for the upcoming month

· Updated Monthly Personnel Report

· Pictures showing a comparison of monthly progress

o Pictures must be clearly explained

· FDO documents for any new subcontractors

· Head count with brief description of duties (ex. 5 plumbers) for the upcoming month

· List of personnel who will access the site the following month

· Status of materials arriving onsite for the upcoming month

· Status of equipment arriving onsite for the upcoming month

· Each week a revised schedule that continues to be adjusted to meet the real project timeline. Do not adjust the baseline just compare the schedule to the baseline

· Status of security issues for the previous month

· Pictures of activities

6.2 Master Project Schedule (CDRL A00F).

The Subcontractor shall provide to the Prime Contractor a Master Schedule for Government approval. The Subcontractor shall create, maintain and report the schedule in conjunction with the progress report after initial delivery. The schedule shall cover all phases of the project from kick off to task order close out. The Subcontractor’s Master Schedule shall include, but not be limited to, the following information:

· Timeline for providing proposed staffing

· Deployment of personnel

· Procurement of equipment and material

· Planning milestones

· Major construction milestones

6.3 Funds and Man-hour Expenditure Report. (A00F)

The Subcontractor shall provide to the Prime Contractor a report detailing all current financial status with no Other Direct Cost (ODC) Category. If a miscellaneous category is used, expenditures shall be broken out in notes. All expenditures greater than $2, 500 will be separately identified in the report. As each month progresses, the Monthly Financial Report shall be updated with the actual expenditures of the reporting month and clearly show the previous months and cumulative totals. The report shall show estimates at completion and any related metrics associated with the task order. Reports shall include, but are not limited to, aircraft expenses, fuel, per diem, travel, force protection, and labor. Other items submitted in the Monthly Financial Report and deemed necessary by the Government shall only be added with approval of the Contracting Officer. These reports shall be delivered in accordance with CDRL A00F Expenditure Report of the Basic Contract. These reports are due ten (10) business days from the end of the previous month.

6.4 Management Plan (CDRL A00G).

The Subcontractor shall provide to the Prime Contractor a management plan for Government approval that shall define a management system to plan and control this T/O effort. The management plan shall delineate how the Subcontractor plans to accomplish the effort supporting the specific T/O, to include a breakout of Direct Productive Person Hours (DPPHs), travel, material, ODC, DBA Insurance, a milestone schedule, and a schedule for the planned expenditure of funds. The subcontractor should be aware that the USG will require 33 days lead time for all expatriate engineers to process country access paperwork. Local labor both skilled and unskilled living in Senegal Africa will not be required to submit paperwork 33 days in advance since they live in Senegal Therefore local skilled labor is suggested for the survey portion. Subcontractor should clearly define in the schedule, management plan and in the proposal a very detailed plan for executing the project in a timely manner.

At a minimum, but not limited to, the Subcontractor's Management Plan shall include the following:

· Project Team Org Structure

· Schedule Management

· Resource Management

· Technical Management of the Task

· Property Management

· Risk Management

· Quality Management

· Construction Quality Control

o Miniumum of one person required.

· Construction Management

o Minimum of one person required.

· Monitoring and Control

· Reporting

6.5 Detailed Drawings (A00F).

The subcontractor should be aware that the USG will require 33 days lead time for all expatriate engineers to process country access paperwork. Local labor both skilled and unskilled living in Senegal Africa will not be required to submit paperwork 33 days in advance since they live in Senegal Therefore local skilled labor is suggested for the survey portion. Subcontractor should clearly define in the schedule, management plan and in the proposal a very detailed plan for executing the project in a timely manner. Once paperwork is approved by the USG, Northrop Grumman will give the subcontractor expatriates permission to travel to Senegal Africa. Locals will not be constrained and should be expected to have access day one of award. Subcontractor will require written approval from Norhrop Grumman prior to accessing the site.

The subcontractor will be required to access the site immediately after approval with a qualified survey team. Survey team will verify and record site topography, existing features, soil conditions, geotechnical reports and research describe the overall conditions as would be expected in a typical US quality survey. The results of the survey will be required 14 days after access. Within 14 days of contract the subcontractor shall deliver to Northrop Grumman an existing site layout in AutoCAD and in PDF format. The plan should show the proposed location for the boat ramp.

Within 10 days of conducting site survey, within 24 days of award the 65% designs will be submitted. Drawing quality should be at the level of detailed expected for a United States approval. Professional Engineers are not required but are suggested.

The Subcontractor shall provide facility drawings and design documents for COR/COTR approval before commencement of work. The drawing shall be submitted for review and approval 65% and 95% effort. The drawing shall include engineering calculations, written data sufficient to fix and describe the size, charter, auxiliary systems and other essentials necessary to explain the design.

During the proposal the subcontractor will prepare a schedule that shows key milestones. The dates on the aforesaid schedule will define the due dates for the 65% and 95% design points.

Subcontractor will ensure ALL drawings are coordinated within all disciplines for constructability and functionality and shall include the following (if applicable).

  • Construction Schedule (resource, cost and procurement loaded, include critical path and milestones)
  • Site Plans (buildings, parking, site utilities, grading, landscaping, lighting, security)
  • Elevation drawings
  • Mechanical drawings
  • Structural drawings
  • Civil drawings
  • Security plan
  • Excavation plan
  • Spill and Discharge Control
  • Surface Water Management
  • Ground Water Management
  • Erosion Control
  • Transportation
  • Site Analysis

6.6 Test Documents (CDRL A00F).

The Subcontractor shall provide material test documents and test reports. This includes, but not limited to, density test, compression test, 7, 14, 28 day cube break tests. (ASTM) and the International Building Codes drawings and specifications will define the required testing prior to approval and notice to proceed for construction.

6.7 QA/QC On-site Manager (CDRL A00F).

It is the expectation of Northrop Grumman that the subconstractors will provide onsite Quality Control and Quality Assurance.

The responsibilities listed for each individual are critical to ensure Quality Control/Quality Assurance of all Material Acquisition, Construction Quality, Subcontractor Management, and overall project Schedule performance. Together, these personnel will ensure the project has the proper materials and oversight necessary to successfully meet the contract stated performance requirements, deliverables, inspections, accountability, and quality metrics. This is achieved by direct on-site subcontractor oversight to ensure overall project schedule and quality performance. The current Location for each position, their Deployment timeframe and duration, and any planned Rotations are identified below for each position. Pre-deployment administrative requirements such as SPOT LOA, Overseas Clearance Request (OCR), CRC attendance (unless already qualified), and CAC will be coordinated for any individuals as necessary:

 

Project Manager Role: Provide full T/O leadership on-site OCONUS. Responsible for monitoring and reporting all aspects of the T/O progress, performance, quality, schedule, and cost. Conducts daily Stand-up Reviews and Daily Progress Report Meetings. Prepares Daily Progress Reports to the Government. Provides hands on leadership which includes the close monitoring and inspection of materials. Drives the direction of the overall construction project from the ground up and ensures both safety and schedule are adhered to all timelines. Nationality: Expat Location: TORP 0212 Senegal Africa Deployments: Will likely require a rotation. Rotations: Will remain in-country for the entire length of project or have a another with equal qualifications to backfill the position Qualifications: Individual will have a minimum of 5 years of construction experience in the field of construction and/or engineering with at least 2 years experience in project manager. Individual will speak fluent English and be competent at reporting and defining issues progress onsite.
QA/QC On-Site Manager Role: Ensures that QA/QC Oversight / Inspectors conduct inspections daily and provide status and defects daily to him. Consolidate and analyze daily inspection reports and provide to NG On-Site management at Daily Progress Report Meetings. Reviews any “Red tags”. Issues stop work orders where the identified defects are sufficiently severe to warrant a intervention and a root cause analysis. Nationality: Expat or Local National Current Location: OCONUS Intended Location: TORP 0212 worksite in Senegal, Africa Deployments: Required to complete the necessary pre-deployment paperwork to identify and deploy this individual immediately to Senegal Rotations: None required as he will remain on site through the duration of project after arriving in Senegal. Qualifications: Individual will have a minimum of 4 years of construction experience in the field of construction and engineering with at least 2 years experience in Quality Control and Quality Assurance. Individual will speak fluent English and be competent at reporting and defining issues progress onsite.

 

6.8 Material Quality Submittals and Submittal Log (CDRL A00F).

All materials will be submitted individually for approval and added to a submittal log.

A detailed material submittal log will be prepared at the start of the project. The submittal log will encompass all materials to be used in the project. Each material will be tested as required as per ASTM standards and submitted to Northrop Grumman. At the end of each week the updated submittals and log protocol will apply:
