Operational plan technique to combat water, restore stability and righting of a disabled vessel

An operational combat water plan should determine the most effective structure and actions for sea watches, officers and commanders of parties (groups) in a time-limited environment and a specific emergency situation. The plan drawn up and adjusted before setting to sea consists of two parts:

Part 1. General evaluation of ship’s resistance to flooding in the voyage. It is required to ensure early assessment of ship’s resistance to flooding in case of possible damage and each compartment flooding (compartment adjoining groups) in this voyage. On the basis of Information on floating and stability of a disabled ship it is necessary to provide:

– a list of individual compartments (and their groups) in case of flooding of which for any pre-accident condition of the ship and the nature of the cargo in the compartment it is required to comply with the requirements of the maritime register of shipping on floating and stability of a disabled ship;

– a list of compartments (and their groups) in case of flooding of which for any pre-accident condition of the ship and the nature of the cargo in the compartment the abovementioned requirements shall not be followed;

– a list of compartments (and their groups) in case of flooding of which the state of a disabled ship is ambiguous and depends on the specific cargo plan (floating, ship’s stability and compartment flow permeability).

For these compartments (and their groups) an assessment of floating and stability of a disabled ship shall be performed in each voyage with the help of Information on floating and stability of a disabled ship in the Shipping data center using programs approved by the Maritime Register of Shipping.

Информация раздела оперативного плана в случае аварии необходима ГКП (капитану) для принятия решения о техни­ческой возможности и целесообразности борьбы за спасение судна в тяжелых случаях повреждений или о спасении эки­пажа.

Часть 2. Оперативный план действий при затоплении от­дельных отсеков (пар смежных отсеков). Это непосредственно оперативный план по борьбе с водой, содержащий регламен­тацию срочных действий ходовых вахт и должностных лиц в первые важнейшие минуты после объявления общесудовой тревоги до поступления специальных указаний с ГКП.

Здесь также приведены рекомендации о мерах по сохране­нию и восстановлению остойчивости и посадки аварийного судна из Информации по аварийной посадке и остойчивости для каждого конкретного случая затопления.

В качестве справочных материалов к ч.2 могут использо­ваться схемы: расположения (и производительности) средств осушения; размещения аварийного снабжения; заводки и крепления пластыря.

The information of the operational plan section is required in case of an emergency situation by the Primary ship control station (the Master) to make a decision on technical feasibility and reasonability of the struggle to save the vessel in case of serious damage or rescue the crew.

Part 2. Operational Plan of actions in case of individual compartment flooding (pairs of adjoining compartments). It is an operational water combat plan containing regulation for urgent actions for sea watches and officers in the first critical minutes after announcement of general alarm but before getting special instructions from the Primary ship control station.

It also provides recommendations on the measures to be taken to preserve and restore floating and stability of a disabled ship taken from the Information on floating and stability of a disabled ship for each case of flooding.

The following schemes can be used as reference material to Part 2: location (and performance) of drainage means; location of emergency supplies; mat plugging and fixing.
