Сбор информации






Из трех главных политических загадок, поставленных перед нами Даунсом, наиболее значительной, на мой взгляд, является последняя: «Зачем лю­дям вообще нужно разбираться в политике?» Даунс выдвигает, в частности, концепции побочных результатов приобретения информации и роли упро­щенческих символов, таких, как идеологические ярлыки и информационное значение одобрения того или иного действия (особенно при назначении партий­ных кандидатов). Эти идеи позднее получили развитие в работах целого ряда авторов4. К сожалению, из-за того, что большое число работ, следующих даунсовской традиции, было посвящено проблемам участия в выборах и меж­партийной конкуренции, плодотворные идеи самого Даунса не получили того широкого признания, на которое по праву могут претендовать.

Заключение

Критические выпады против модели рационального выбора (Green, Shapiro, 1994) полезны тем, что ставят под вопрос претенциозность исследований и выявляют его слабые стороны. Однако наряду с этим они нередко создают искаженную картину того вклада, который внесла теория рационального вы­бора в политическую науку. Некоторые из создателей моделей рационального выбора, несомненно, проявили большую самонадеянность, полагая, что смысл разработанных ими моделей очевиден сам по себе и не требует дополнитель­ных разъяснений. Не без некоторой доли высокомерия они, видимо, считают, что кроме самих создателей таких моделей и тех, кому их смысл ясен без всяких объяснений, никто не в состоянии внести вклад в политическую на­уку. Это высокомерие некоторых теоретиков рационального выбора, равно как и преувеличение эмпирических успехов применения разработанных ими

моделей, и явились главными причинами недавних нападок на подобные мо­дели со стороны представителей других направлений в рамках дисциплины5. Вместе с тем теории рационального выбора есть чем гордиться, особенно если рассматривать ее вклад в политологию с точки зрения той помощи, которую этот подход оказывает в осмыслении динамики электоральной политики, проведения избирательных кампаний и определения выбора избирателей. Эта помощь будет тем более существенной, если оценивать эмпирические резуль­таты и аналитические подходы теории рационального выбора, соотнося их с той работой (как теоретической, так и эмпирической), которая была продела­на в других областях политической науки.
