Статус иностранного языка как средства общения и взаимопонимания становится в настоящее время ещё более значимым вследствие определенных факторов, характерных для современного общества, таких как расширение международных экономических, политических, культурных связей; доступность информации в результате развития международных средств массовой коммуникации; открытость политики государства мировому сообществу.

Прагматический аспект обучения иностранным языкам самым тесным образом связан с наличием реального выхода на иную культуру и её представителей: требуется не просто знание языка, а умение использовать его в реальной профессиональной коммуникации.

Основной целью обучения студентов иностранному языку является овладение навыками практического пользования языком, что при заочном обучении предполагает умения самостоятельно читать литературу по специальности с целью извлечения информации из иноязычных источников, а также формирование у студентов коммуникативной компетенции, необходимой для межкультурного профессионального общения.

Задачами изучения дисциплины являются формирование практических навыков: говорение, аудирование, чтение и письмо.

В процессе обучения решаются также воспитательные и общеобразовательные задачи, способствующие повышению образовательного, культурного и профессионального уровня студентов.

Основной целью обучения студентов иностранному языку является овладение навыками практического пользования языком, что при заочном обучении предполагает умения самостоятельно читать литературу по специальности с целью извлечения информации из иноязычных источников а также формирование у студентов коммуникативной компетенции, необходимой для межкультурного профессионального общения, а задачам иизучения дисциплины являются формирование практических навыков говорение, аудирование, чтениеи письмо.

В соответствии с учебным планом юрист должен:

Знать: лексико–грамматический минимум по юриспруденции в объеме, необходимом для работы с иноязычными тестами в процессе профессиональной (юридической) коммуникации и деятельности,

Уметь: читать и переводить иноязычные тексты профессиональной направленности,

а также:

пользоваться справочной литературой и словарями,

понимать юридические нормы, толковать англоязычную терминологию.

Владеть: необходимыми навыками профессионального общения на иностранном языке,

В том числе:

необходимым активным лексическим запасом единиц общего и терминологического характера;

средствами выражения настоящего, прошедшего и будущего времен, модальности, пространственно- временных отношений;

навыками письменного и устного юридического перевода с русского на английский, с английского на русский язык.

Одной из форм активизации и оптимизации учебного процесса, усиления его практической направленности является подготовка студентами письменных контрольных работ как основной формы текущего контроля успеваемости студентов заочной формы обучения.

Контрольная работа – это письменная работа, выполняемая студентами самостоятельно.

Цели выполнения контрольной работы:

оценить качество усвоения студентами отдельных наиболее важных тем;

углубить, систематизировать и закрепить полученные студентами теоретические знания и практические навыки по пройденным темам;

научить студентов работать с источниками, собирать, систематизировать и обобщать имеющийся материал;

Задачи, стоящие перед студентом во время выполнения контрольной работы:

изучение научной, справочной, учебной литературы по вопросам контрольной работы;

самостоятельный анализ основных теоретических положений;

уточнение основных понятий;

умение применять теоретические знания на практике.

Этапы выполнения контрольной работы:

На первом этапе происходит выбор варианта студентом;

Изучение научной, учебной, справочной литературы при подготовке к контрольной работе;

Систематизация отобранного материала, его обобщение и написание контрольной работы.

Для организации эффективной работы по написанию контрольных работ необходимо научиться осуществлять следующие виды деятельности на языке:

Чтение

Чтение – один из важнейших компонентов познавательной деятельности, который направлен на извлечение информации из письменно фиксированных текстов. Понимание, степень его полноты, точности, глубины зависит от цели чтения, которую ставит перед собой читающий, а именно: посмотреть, о чем текст, определить главное в нем или точно понять текст во всех деталях.

Грамматический анализ текста

1. Бегло просмотрите текст и постарайтесь понять, о чем идет речь.

2. При повторном чтении определите тип непонятного предложения и функции всех его составляющих по внешним признакам.

3. При наличии сложносочиненного или сложноподчиненного предложения разделяйте его по формальным признакам на самостоятельные и придаточные, выделяйте инфинитивные, причастные обороты.

4. В каждом отдельном предложении сначала находите сказуемое или группу сказуемого, затем подлежащее или группу подлежащего.

5. Глагол – сказуемое обычно стоит на втором месте. Сказуемое можно найти:

а) по вспомогательным и модальным глаголам в личной форме;

б) по неправильным глаголам;

в) по суффиксам.

6. Подлежащее стоит слева от сказуемого. Помните, что существительные употребляются в функции подлежащих только без предлога.

7. Найдя подлежащее и сказуемое, проверьте, согласуются ли они в лице и числе. Если значение этих слов неизвестно, обращайтесь к словарю. Поняв значение главных членов предложения, выявляйте последовательно второстепенные, сначала в группе сказуемого, а затем в группе подлежащего.

8. Если предложение длинное, определяйте слова и группы слов, которые можно временно опустить для выяснения основного содержания предложения. Не ищите в словаре все незнакомые слова, а заменяйте их вначале неопределенными местоимениями и наречиями (кто-то, какой-то, как-то, где-то и т.п.).

9. Внимательно присмотритесь к словам, имеющим знакомые вам корни, суффиксы, приставки. Попытайтесь установить значение этих слов. При этом обратите внимание на то, какой частью речи являются такие слова, а затем подбирайте соответствующее русское слово.

10. Слова, оставшиеся непонятными, ищите в словаре, соотнося их значение с контекстом.

Пользование словарем

Уметь пользоваться словарем – значит:

1. быстро находить нужное слово;

2. выбирать из всех значений нужные по смыслу.

Как быстро находить слова в словаре?

Прежде всего нужно твердо знать английский алфавит, т.к. знание алфавита помогает при нахождении слова не только по первой букве, но и по всем остальным буквам. Важно также уметь сразу определить основную, так называемую словарную форму слова. Посмотрите таблицу изменения орфографии слов в связи с прибавлением суффиксов и окончаний, она поможет Вам при работе со словарем.

Как определить в словаре нужное значение слова?

Известно, что большинство слов многозначны. Поэтому необходимо:

1. При отыскании в словаре незнакомых слов опираться на те, которые известны.

2. Определить словарную, основную форму слова.

3. Определить часть речи незнакомого слова.

4. Из нескольких значений слова в словарной статье постараться подобрать по смыслу близкое, связав с общим смыслом предложения, т.е. подбирать следует значение, сочетающееся с другими словами в предложении.

5. Закончить работу со словарем на этом этапе нельзя. Дело в том, что в словаре за основным значением слова даются словосочетания этого слова с предлогами и другими словами, а затем идут дословно непереводимые фразеологические сочетания, общий смысл которых часто не имеет связи с основным значением слова.

Таким образом, для быстрого пользования словарем нужно:

1. Знать алфавит наизусть.

2. Помнить условные обозначения частей речи.

3. При выборе значения слова опираться на общий смысл предложения, в первую очередь, на уже известные слова и словосочетания.

4. Дочитывать каждую словарную статью (“гнездо”) до конца.

The custom of Customs comes from England and dates back to Anglo-Saxon times. Shortly after the Norman Conquest, when the French began filling England with their wine, kings decided they were entitled to five percent of whatever wine came in. King Ethelred set up a collection post for ships sailing the Thames past King’s castle.

So, a national Customs Service was established in 1203 and a duty of 1/5 was charged on all imports and exports. All the delivered goods had to be landed at approved ports, inspected and measured, so that the correct amount of duty could be fixed and collected. Luxuries like silk were taxed, but so were everyday necessities such as soap and tea. The rates of duty were determined by the King. Import duties became a fact of life and since more articles had become liable to duty, the first known Book of Rates was produced in England in 1507.

The best tool for drug law enforcement is a trained, motivated and supported customs officer. The majority of the drugs seized resulted from the work of such officers. There are also, however, other tools and techniques available to supplement the officers’ work and knowledge. Among the most important of these is the principle of co-operation and exchange of information between different Customs services. This includes specific information co-operation on particular drug shipments and/or persons involved in the trade and more general material on concealments, routings, courier characteristics, etc.

This is where the World Customs Organization has a leading role to play since it provides a legal framework by which this activity can be carried out.

What can you bring back from a trip abroad? Which formalities apply to cash, animals, and cultural goods? This is the kind of information that the French and Dutch Customs administrations have decided to make easily and quickly accessible to travelers so that they pass through Customs untroubled.

To do so both administrations have embraced smart mobile phone technology. A smart phone is a mobile phone that includes features that you might find on a computer such as office software applications (emails, contact database, document editing, etc.) and multimedia applications (photos, music, videos, games, internet navigation).

Belgian Customs anti-drugs team based at Brussels Airport seized 180 ivory statues in the luggage carried by a male passenger arriving from Kinshasa (Democratic Republic of Congo). Alerted by the weight of the luggage that was declared as containing wooden craft, the team stopped the passenger and started checking his luggage. The wooden statue appeared to be of very crude craftsmanship and it was decided to X-ray it. The X-ray revealed that the statue contained hundreds of small ivory statues.

The passenger declared that he was not aware of deception and that he was transporting the wooden statue for a friend who lived in Belgium. While checking the name of the alleged recipient, the team discovered that this person used the same method to smuggle ivory products in the past and was currently being prosecuted for smuggling ivory products.
