Rule 36. Question to the Expert






1. A Delegate may at any time, when the floor is open but not during speeches, introduce a Question to the Expert in order to clarify a substantial point regarding the matter under discussion of the Committee. Question to the Expert may be submitted in the written form at any time.

2. The Chairperson may yield the floor to the Expert to answer the Question.

Rule 37. Right of Reply

1. A Delegate can use the Right of Reply if his or her personal dignity or national integrity has been impugned by another Delegate.

2. The Right of Reply shall be requested in written form right after the latter’s speech.

3. The Request shall contain the reasons for giving the wronged Delegate a Right of Reply.

4. The Chairperson can rule a Right of Reply out of order, this ruling not being subject to appeal.

5. If a Right of Reply is granted, the wronged Delegate may speak during one minute. No questions can be asked to the Delegate exercising the Right of Reply.

6. A Right of Reply to a Right of Reply is out of order.

Procedural Motions in Order of Priority

Rule 38. Precedence of Procedural Motions

Procedural Motions shall be considered in the following order:

1. Motion to Adjourn the Meeting;

2. Motion to Suspend the Meeting (to get acquainted with the documents, to take a rest, etc. a Delegate shall explain the purpose of the Motion and propose a time limit);

3. Motion to appeal to the ruling of the Chairperson;

4. Motion for Unmoderated Caucus;

5. Motion for Moderated Caucus;

6. Motion to temporarily deprive a Delegate of the Right to Speak (the Motion can be raised by the Chairperson and needs qualified majority of 2/3 of the Delegates present to pass. A Delegate can be deprived of the right to speak for a proposed period of time that shall be no longer than up to the end of the meeting);

7. Motion for Closure of Debate (to terminate all discussions on a particular matter and immediately vote on the matter in question);

8. Motion to Reconsider a Question (to re-vote on a matter);

9. Motion to extend/limit the Speaker’s time or the number of speeches;

10. Motion for a Roll-Call Vote.

The Delegates have a right to raise Procedural Motions, except Motion number 1. Motion to Adjourn the Meeting can be risen only by the Chairperson and the Vice-Chairperson.

Rule 39. Consideration of Procedural Motion:

Each Motion shall be considered by the Committee in the following order:

1. A Motion can be raised by any Delegate at any time when the floor is open, but not during speeches and voting;

2. A Motion requires the support of a second Delegate;

3. After that a Motion is put to vote;
