The Law on Enterprise recently enacted by the Government must help create a relationship when a factory manager and his work collective become partners. Management and employees must be equally interested in the fruits of their labor. In a result-oriented management the key thing is not to issue instructions but to get results. That is why a manager's pay should be linked to the performance of the enterprise where he works. If a factory produces more, a manager's pay should increase. If the production plan is not met, then a manager must be penalized along with the workers he supervises. About 40 or 50 per cent of a manager's monthly pay should depend on the end result of the enterprise. If the result is poor and a manager doesn't get the full pay for a few months running he must leave his office. New people should come instead. It'll be a natural selection of a managerial staff when people with better knowledge more expertise and truly original thinking will come to management.

III Read the text. The Baroque
In Russia the Baroque was created by Bartolomeo Rastrelli. His father famous sculptor Carlo Rastrelli was invited to Russia by Peter the Great. His sixteen-year-old son had no professional training when he came to Russia. He learned at the construction sites of St. Petersburg masters and became an architect of world renown, the designer of many magnificent palaces and churches in the Russian capital. The Winter Palace executed in the fine taste and on a gigantic scale is Rastrelli's masterpiece. Rastrelli himself made the drawings and plans of the palace, designed the ornamentation patterns for window platbands, carvings, sculptures, lattices, parquetry, interiors and furniture. The palace building is nearly two kilometers long in perimeter. Originally it had 1, 050 chambers, 117 staircases, 1886doors and 1, 945 windows. The project was started in the reign of Elizabeth, Peter the Great's daughter who was fond of the Baroque, so the Winter Palace is lavishly adorned with columns, stucco window platbands and sculptures over the roof cornice.

IV Read the text. Exception or explosion?
On his way to Halifax in Canada, Norouz Barghi flew from Azerbaijan to Frankfurt, and then on to Montreal without problems. In Montreal, a stewardess asked him to put his hand luggage in the overhead locker. According to Mr. Barghi, he asked her to make an ‘exception’. For some reason, perhaps because of his accent, she understood the word ‘explosion’.
The plane returned to the terminal, and the police arrested Mr. Barghi. Of course, when they searched his bags they didn’t find a bomb, but they charged him with delaying the flight. The officials took all his possessions and his passport and he was put in prison. He expected someone to find a lawyer for him, but nothing happened. Money wasn’t a problem as he had a lot in his bag.
Three weeks later, he finally found a lawyer to help him. The lawyer spent another week organising his release. They released him on a Friday evening, but he didn’t have any money. His money was in the prison office and it was closed.
As a result, Mr Barghi left prison and walked out into a snowstorm with no money and only light clothes. He asked the prison officials to let him stay in prison but they said no. Instead, they made some telephone calls and found him a place in a shelter for the homeless. He slept there the weekend. On Monday he finally got his passport and money back.
