X. Preparation of Speeches






All delegates are required to prepare and present an Opening Speech for each topic they are to debate. Your opening speech may include your position paper but you may also talk about what you as a delegate hope to accomplish by attending the conference. Opening speeches will be between 1-2 minutes if your committee is less than 25 delegates. Committees which have more than 25 delegates are permitted the maximum of a minute for their speech. Please note: due to time restraints delegates may be called at random to deliver their speech so ALL delegates must be prepared to talk.

 

Section 3 - Attendance

XI. Attendance Policy

All delegates attending KazEU MUN are expected to attend all official sessions and should arrive on time. If you are late for any reason an adequate explanation must be given to your Chair upon your arrival at the session. Repeated lateness or unacceptable absences will result in a warning from the Chair of your Committee. If a delegate receives several warnings due to repeated lateness or unacceptable absences from sessions may result in the delegate not receiving a ‘Certificate of Particaption’.

X11. Delegate Roll Call

A roll call will be taken at the commencement of EACH session with delegates replying with either present, present and voting or present and observing.

Present allows a delegate to abstain from voting

Present and voting permits a delegate to vote for or against a resolution

Present and observing permits a delegate not to vote as they only have observer status within the committee.

A Roll Call allows the Chair to keep track of delegates who are either late or absent. If a delegate arrives at their committee late they are requied to pass a note to the Chair expressing their status for that session, either present, present and voting or present and observing.

X111. ‘KazEU MUN Particapation Certificate’

All delegates attending the conference will receive a “KazEUMUN Particapation Certificate’ at the Closing Ceremony on the 22nd of November, 2012. The issuing of the Certificate is conditional on attendance during the conference.

 

Section 4 - Debate Procedures

X1V. Voting on the Agenda of the Committee

At the commencement of the first session all delegates in their respective committees are to vote on the agenda for that committee to determine the order of issues to be debated. Therefore, the issue with the majority of votes gains priority status in the debate order for that committee.
