SWOT analysis of the border crossing Dostyk – Alashankou






 

While analyzing the issues of the development of the regional transit system, we are able to evaluate the existing strengths, weaknesses (barriers), opportunities, threats.

Strengths · The shortest route from China to Europe · Strategic access to Western China · Several terminal in Dostyk, alternative capacities constructed in Khorgos
Weaknesses (Barriers) · The changes in the customs code and the lack of coherence of rules for importers and exporters, in particular in the area of tariff methods · A long formalization for exporters and importers while preparing the documents and controls, because it increases a waiting time for the operations · The problems of business ethics at the border crossing, as well as internal customs warehouses and logistics centres.
Opportunities · The implementation of the system called ''The Single Window'' · The strategy for simplification of national trade and transportation, which is encompassing the providers of customs, transportation and the border agencies in the regional strategy · The relativestabilityof the situation in Central Asia provides the favorable external conditions to the development of the station Alashankou. · New energy industry will become a new economic growth point
Threats · The lack of or a slow implementation of the policies to reduce the gaps/barriers · The development of other competing land routes · The Jingyihuo Railway and Khorgos special zone affect the development of Alashankou · The structural change and economic growth of Alashankou are faced with some challenges

Figure illustrates the evaluation of the level of equipment and installations for the border-crossing Dostyk-Alashankou (where relevant data have been obtained). The majority of the Rail are experiencing lack of equipment of radioactivity control. Moreover, aged tracing means at Rail tend to increase the time needed for the controls. The equipment and installations of Rail overall are at good level, except the equipment of phytosanitory controls.
