How Scotland is governed






1. There are over 50, 000, 000 people in Britain today, and over 5, 000, 000 of these live in Scotland.

2. Let us see how the average Scotsman is governed. He has to obey the central government, which sits in the Houses of Parliament at Westminster. The House of Commons has 625 members, of whom 71 are chosen by constituencies in Scotland.

3. There are also some Scottish peers in the House of Lords. When a new parliament is being elected, these Scottish peers meet and select 16 of themselves as representatives. There are special arrangements for dealing with Scottish affairs. The standing Committee on Scottish Bills consists of all the Scottish members - 71 in number and from 10 to 15 others and its duty is to consider all bills which apply to Scotland.

4. In 1885 a special Secretary of State was appointed. His headquarters are in Edinburg.

5. He has to deal with the Scottish aspect of all branches of national affairs. There is a tendency to regard Scotland as a province of Britain. Scotland's long independent history so shapes her problems that only a Scottish Parliament could determine which areas to develop.

6. Most of the main industries are controlled by companies with their headquarters in England. This fact makes it necessary for many science graduates of Scottish universities to go to England to find jobs.

7. Every year about 250 scientists cross the Border. Scotland suffers by being pressed into the English mould. The large bulk of Scots favor a Scottish Parliament for Scotland, as shown in the plebiscite when 92% voted for a Scottish Parliament.
